Water allocations represent the amount of water that is permitted to be drawn and used from a river basin for a specific purpose. Historically, actual use of water is usually much lower than the allocations because some allocations are not fully used and because some users who use their full allocations use and then re-circulate the water resulting in no net loss to the river.

Especially in the Southern part of the province (the South Saskatchewan River Basin in particular), water allocations are beginning to get a lot more scarce. The South Saskatchewan river has already allocated 70% of its water, and the Alberta government instituted a moratorium on new water allocation licences in Southern Alberta a few years ago. Even in rivers with lower allocations, water use may become a concern because of the natural variability of rivers. As shown here, minimum and maximum river flows can vary quite substantially from the annual average flow rates of a river. A river which is not fully allocated might still become stressed during dry seasons, and it is important that a minimum level of water remains in the river to preserve ecosystems and benefit downstream users.
